P2 - Porto Polytechnic Institute (IPP) was created in 1985 within the relaunching of Polytechnic Higher Education in Portugal in 1979. The Schools initially integrated in IPP were the School of Education (ESE) and the School of Music and Performing Arts (ESMAE). Subsequent Government directives lead to the integration of the School of Accounting and Administration (ISCAP) in 1988 and the School of Engineering (ISEP) in 1989. In 1990 was created the School of Management and Industrial Studies (ESEIG) and in 1999 the School of Management and Technology of Felgueiras (ESTGF) as a result of the dynamic role that IPP assumes in the growth of economic and social development in Porto region. IPP is also an active agent in exploring potential local and regional strategies. Finally in 2006 the School on Allied Health Sciences (ESTSP) was integrated into IPP as a result of a ministerial resolution of 2004.
IPP elaborated and approved its Statutes in 1995, where were defined the mission and goals.
The role of the organisation in the project
IPP Porto is the result of a merging process spread over several years. IPP will also share this experience in implementing the ACAS in Southern Serbia. IPP has a strong international relations office and will therefore be the lead partner in workpackage4. IPP will also actively contribute towards a successful implementation of all other project deliverables. "Together with other EU partners IPP will share its know how in realizing the ACAS and the Conference. IPP has also a very well organized student service at central level. IPP will attend all workshops and seminars as planned in this proposal. IPP will organize a retraining of one week in ICT, quality assurance, international relations and in student services for the newly appointed staff members of the central services of the ACAS in Southern Serbia. Special attention will be paid to a strong dissemination strategy in view of ensuring the project results.

P3 - Hochschule Aalen - 4,200 Students from over 60 nations enjoy their studies in 5 schools (Chemistry, Electronics & Computing Science, Management & Business Sciences, Mechanical Engineering & Materials Science and Optics & Mechatronics). Partnerships to 75 universities exist around the globe. Course offerings are conform to Bologna and are regularly evaluated and updated according to innovative educational and scientific insights, specific needs of the regional industries and international academic standards. Applied research and the cooperation with businesses belong to the strengths of the university, making the latest technology and management insights available to Industry. A particular emphasis is put on quality management in order to provide the students with excellent services in terms of smooth administrative processes, based on a highly qualified and motivated staff.The university has been involved in various EU projects e. g. in the FPs, Socrates/Erasmus/LLP, Minerva, Leonardo, ALFA and Tempus.
The role of the organisation in the project
HS Aalen is a strong vocational university college in Germany. It has a lot of contacts all over the world. Student services are excellently developed. Therefore they will be the lead partner of Workpackage 3. The relation with the workfield, employers, enterprises is another strong capacity of HS Aalen. Industry knows exactly what they can expect from graduates from HS Aalen. HS Aalen wants to share this knowledge with all Serbian colleges involved in this proposal. HS Aalen will attend all workshops and seminars as planned in this proposal. HS Aalen will also organize a retraining of one week in ICT, quality assurance, international relations and in student services for the newly appointed staff members of the central services of the ACAS in Southern Serbia. HS Aalen is also closely cooperating with other university colleges in order to improve capacity building on a larger scale. Also this experience they want to bring in in this project.

P4 - The VLHORA, the Vlaamse Hogescholenraad (Flemish Council of university colleges), was established in 1996 and was awarded the statute of public utility institution by decree in 1998.
The VLHORA as an umbrella organisation gives advice to the Flemish authorities on all policy aspects regarding college education, scientific project research, social services and the practice of the arts. Moreover the VLHORA organises and stimulates consultation between the institutions on all issues related to the university colleges. With respect to the quality assurance of higher education in Flanders, VLHORA as a quality organisation is responsible for the organisation and coordination of the external quality assurance of de university colleges. The responsibility in the field of quality assurance was given by decree since 1994. This responsibility was confirmed in 2003 with the introduction of accreditation in Flanders.
The role of the organisation in the project
VLHORA is a member of ENQA (European Associaton for Quality Assurance in Higher Education) and the membership was renewed after undergoing a peer review in 2008. Therefore VLHORA is the ideal partner to guide the Serbian colleges in the creation of a Conference as umbrella organization to defend the specific needs of vocational higher education. That's why VLHORA will be theĀ lead partner of Workgackage 5.Furthermore VLHORA will also assist KAHO during the retrainings organized Belgium for the newly appointed staff members of the central services in ACAS, mainly in quality assurance and student services. VLHORA will also attend all workshops and seminars as planned in this proposal and will mainly assist the colleges also in ensuring the sustainability of the newly created Conference.
